Duties

Regional Security Officer (RSO) Security Assistance (SA) Manager for Diplomatic Security (DS) in Senegal and Guinea Bissau is responsible for training and equipment deliveries to partnered law enforcement.

Incumbent tracks all Mission security assistance and reports to Regional Security office (RSO), Justice and Security Assistance Cell (JSAC), and Law Enforcement Work Group (LEWG) for high-level law enforcement liaison. Works under the supervision of the Regional Security officer and in close coordination with the Senior Foreign Service National Investigator (FSNI), Antiterrorism Assistance (ATA) Regional Program Manager (RPM), and Counterterrorism program Advisor (CTPA).

Job requirements

  • Five years’ work experience with military or law enforcement institution required, including a minimum of three years of program management experience is required.
  • Must have detailed knowledge of organization and composition of Senegalese law enforcement system. Must have extensive knowledge of the host nation counter terrorism priorities.
  • Must have detailed understanding of the internal workings and structure of U.S. law enforcement. Must have strong knowledge of USG procurement, finance, and travel regulations and good knowledge of U.S. Embassy GSO and FMO functions and procedures. Must have extensive knowledge of the US counter terrorism priorities
  • Two years of college/university studies are required.

Languages

  • English: Level IV (Fluent) written/spoken, including ability to translate is required.
  • French: Level IV (Fluent) written/spoken, including ability to translate is required.
  • Wolof: Level III (Good working knowledge) written/spoken is required.

Skills and abilities

  • Must be able to lift loads of up to 25 lbs when performing inventory/distributing equipment.
  • Job holder must be knowledgeable in Microsoft Office Suite programs, including Excel, Word, Power Point, and Outlook. Must be able to use other databases including the Security Assistance Network (SAN Web), Training Management System (TMS), Resource Information Management System (RIMS), as well as the Leahy Vetting System.
  • Must possess a valid Senegalese driver’s license.
  • Must have had a valid driver’s license for a minimum of five (5) years.

Duties

This position is in the Department of Justice (DOJ), Drug Enforcement Administration (DEA) Dakar Country Office (DCO).  The DCO has a regional responsibility over the following countries: Cabo Verde, Guinea, Guinea Bissau, The Gambia, Mali, Niger, and Senegal.  The incumbent serves as a Senior Foreign Service National Investigator (FSN-I) who plans, initiates, conducts and coordinates investigations involving the violation of regional drug statutes and violations of the United States Control Substance Act.  Additionally, the incumbent maintains continued liaison with host government officials, at all levels and is responsible for developing key contacts within the host government law enforcement communities throughout the Dakar Country Offices area of responsibility (AOR).  The incumbent will provide investigative support to all US Government law enforcement agencies operating under Chief of Mission (COM) authority, through the Drug Enforcement Administration (DEA) Office. Serves as principal advisor and provides advanced diplomacy, and assistance to Country Attaché (reviewer), Special Agents (rater) and other DEA personnel in conducting investigations related to transnational crimes.

Five (5) years in police/criminal intelligence work is required and/or equivalent amount of time in an investigative or intelligence gathering position; work in drug law enforcement is required.  Served a minimum of one (1) year in a leadership or management position.

Education Requirements:

  • Education: Bachelor’s degree in Criminal Justice, Law, Management Studies, International relations, or Public Administration is required.
  • Level IV (fluent) English required. High degree of proficiency in both the written and spoken language, including the ability to translate. Level IV (fluent) French required. High degree of proficiency in both the written and spoken language, including the ability to translate. On occasion, the jobholder may need to act as an interpreter. Good working knowledge (Level 3) of the local dialects (Wolof) is required. (This may be tested)

Skills and abilities

  • Must be capable of interpreting Senegalese Law and judicial proceedings for the DEA;
  • Capable to draft correspondence and briefing groups on law enforcement and security related matters to police and government officials; capable of using basic computer software (Word, Excel, PowerPoint);
  • Work independently and jointly with others; ability to exercise initiative and resourcefulness: and demonstrate a professional attitude and positive personality.
  • Must have had a valid local driver’s license « Class B » for a minimum of five (5) years. This position requires excellent interpersonal skills and communication abilities.
  • Computer skills are essential.

Incumbent is responsible for performing financial, administrative, and office manager duties; this requires full knowledge in various areas including financial planning and management, procurement, contracting, business/public assistance, ICASS, and administrative processes such as travel, training, information technology support, and inventory.

Job requirements

  • Minimum of three years of progressively responsible experience in administrative management, which includes developing and managing budgets and using financial software is required.
  • Bachelor’s Degree in business administration, business studies, business management, project management, commerce, or economics is required.
  • Level 4 (Fluent) reading/speaking/writing in French; and Level 4 (Fluent) reading/speaking/writing in English are required. (This may be tested.)
